being that you put a new timing chain on it and it still jumps timing, try getting a new tensioner. shouldnt cost no more than $50-$75.
as for it not starting, since it has jumped timing, you might need to set your timing right. hopefully, it wasnt jumping time while you were driving. if so, you might have bent some valves. i suggested getting a compression check.
