Okay, recently had to replace the wire that powered the fuel pump. Everything worked OK afterwards. Then, I went to reinstall the aftermarket CD player (it was having issues) and got a funny noise through the speakers even when the key was off. Tried a different stereo, got absolutely nothing. Decided the heck with it, took out the radio altogether.

Now, however, the airbag light stays on, the seatbelts won't work unless the key is on, the clock is completely off, and stereo isn't getting power. I'd say it was the fuse, but all of those circuits wouldn't be on the same fuse, would they?

Start by checking voltage output from your battery. These nissans tend to do funny things when power is not optimal.

i know the radio, clock, and wipers are on the same fuse/circuit. as far as the rest, i dont believe they are. i could be wrong though.

Radio, clock, and wipers are on the same fuse. Now you have to figure out why that fuse is being screwed with. your wire to your fuel pump is probably pinched somewhere. this can cause that crazy whine in the radio as well.
