My 08 2.5 sedan has it's passanger airbag/seatbelt indicator light on, and it never turns off.. is that normal?

I came to this forum to get ideas for my 2002 Nissan Altima 3.5. I have a bunch of little door dings from it being garaged next to my other car. Is there anything out there that takes out the little dings? Or, does anyone live in San Diego that can do the work for a poor broke ass dude for the cheapest rate?

By the way, I am looking to get the car painted, and a right rear tail light.
