You shouldn't be having any trouble...anyone can have an avatar.
What happens when you try?

Ray is right, any member can have an avatar. The settings can be found in your Control Panel.

I'll give you a tutorial first, failing that, I'll get you to e-mail me a pic and I'll set it up for you.
First go to user cp and click the grey "USER CONTROL PANEL"

From there click "Edit Avatar"

Your screen should look like this.

At this point you should open up an online photo hosting account, such as photobucket. It is free and easy to use and will allow you to edit your pictures which is usually needed to edit the size of the picture. Once you have your picture uploaded to photobucket, you need to click the direct link, which is the second option, as pictured.

Go back to the edit avatar page, clear the http... that is already there, and paste the link, (box circled in red).

Click save changes and see what happens. It may come back saying the target file is too big. If that happens you will have to use photobucket's editing software to resize the picture. You will have to make it just a little bigger then the smallest size.
If this does not work, let me know and I can set it up for you. Feel free to ask any questions you like.

The custom avatar issue should be fixed now.
My apologies, I made an incorrect setting when building the Premium Membership. This membership offers the ability to upload Custom Animated Avatars but Registered Users should have the ability to upload Non-Animated Custom Avatars.
